Judy Siegel, Founder and Chairman
Judy Siegel is a very skilled administrator who has been an educator, psychologist, and affordable housing advocate for more than 40 years. Mrs. Siegel brings a wealth of experience working with low- and moderate-income youth, families, and communities in various contexts, including housing, health, and education.
Mrs. Siegel founded Landex Development in 1983 and under her leadership the company has developed more than 6,000 units of high-quality, mixed-income housing (both rental and for-sale) through the formation of public-private partnerships. The company’s portfolio is primarily located in the mid-Atlantic, including New York, New Jersey, Pennsylvania, Maryland, Virginia, North Carolina, Florida, and the District of Columbia.
Peter Siegel, Principal and CEO
Peter Siegel holds an MBA in Finance from George Washington University and has over 30 years of experience structuring, monitoring, and financing multi-layered public-private partnerships for the creation of market-rate, mixed-income, and affordable housing and mixed-use developments. During his tenure with Landex, Mr. Siegel has engineered, managed, and leveraged the financing of more than 40 housing developments with a total value in excess of $1 billion using resources such as EB5 equity & debt structures; the U.S. HUD Rental Assistance Demonstration program; low-income housing and historic tax credit programs; tax-exempt and taxable bonds; HOPE VI; up front grants; CDBG; HOME; the Partnership Rental Housing Program; Rental Works; the Federal Home Loan Bank Affordable Housing Program; MEEHA and Be Smart, Maryland’s energy efficiency programs; Fannie Mae; FHA insurance; bank letters of credit; and other credit enhanced programs.
Both Mrs. Siegel and Mr. Siegel are frequently invited to be guest lecturers at conferences and seminars conducted by many professional organizations, including the National Association of Housing & Rehabilitation Officials (NAHRO), the National Council of State Housing Agencies (NCSHA), the National Leased Housing Association (NLHA), and the Institute of Professional Education Development (IED), to name just a few.
Mark Owens, Construction Manager
Mark Owens has served as the Owner Representative/Construction Manager for Landex Development since 2008. During that time he has been responsible for the coordination of the design and construction of all the Landex properties, both renovation and new construction, ensuring the projects meet all of their respective goals, stays on schedule, and remains within budget. In carrying out his responsibilities, Mr. Owens ensures that each of the company’s redevelopment initiatives is properly planned, managed, and coordinated with local entities (both public and private) and completed successfully, on time, and within budget.
Mr. Owens’ background includes a diverse product portfolio with experience in every major construction type throughout the United States, Canada, British Columbia, the United Kingdom, and Europe. As Construction Manager, Mr. Owens is responsible for the coordination and oversight of our design professionals, including, but not limited to, the architects, civil engineers, general contractors, environmentalists, and soil and traffic consultants. In addition, Mr. Owens works with site staff to ensure that the proper goals for the property are being pursued. Since joining Landex Development, Mr. Owens has completed numerous mixed-financed, mixed- income projects on time, within budget, and consistently of the highest quality.
Kruti Desai, Chief Financial Officer
Kruti Desai holds a Bachelor’s of Science degree in accounting from Kean University in Union, NJ. Mrs. Desai joined Landex Development in 2006 and oversees all of the day-to-day accounting and monthly, quarterly, and annual reporting functions for the company and its portfolio of properties.
Mrs. Desai is responsible for overseeing the financial strength of all the properties, including the budgeting process, audit preparations, and tax returns. In addition, Mrs. Desai analyzes the monthly financial data to ensure the properties are operating according to the approved budgets and three- and five-year plans. Mrs. Desai provides the internal controls for the various accounting functions, including, but not limited to – posting of deposits; reconciling bank accounts; reconciling A/R for development projects, affiliates, and property management subsidiary; and auditing general ledger. In addition, Mrs. Desai prepares all monthly requisitions, including summarizing developer’s cost and reviewing the general contractor’s draw request, providing additional detailed financial information as requested by lenders and regulatory agencies. As a member of the audit and compliance team, Ms. Desai is responsible for ensuring accuracy of financial records and for the financial performance of the properties.
Lisa Morris, Asset Management
Lisa Morris has been with Landex Development for more than 15 years. Ms. Morris oversees the asset management operations of the properties focusing on the physical condition of the asset (e.g., REAC inspections, energy efficient upgrades, capital expenditures, and other renovation projects) and its compliance with all regulatory matters (e.g., LIHTC, FHA financing, state financing, HOME funds, Section 8, etc.). Ms. Morris is very familiar with the budgeting, reporting, and compliance processes for properties that have public housing residents, Section 8 residents, LIHTCs, FHA insurance, state funds, etc.
Ashton McDonald, Project Manager
Ashton McDonald has a Bachelor’s of Arts degree from Oklahoma State University and a Master’s in Urban Planning from Cornell University. As a member of the Landex Development team, Mr. McDonald oversees the development, financing, and management of market rate, mixed-income, and affordable multi-family housing. Mr. McDonald is involved in all facets of the redevelopment process, from acquisition, master planning and design, to securing financing, financial closing, construction, marketing and sales, lease-up, and compliance. His responsibilities include the integration of all components of the development team (legal, financial, management, resident services, design, and construction) and his experience includes being the lead developer/project manager on numerous Landex redevelopment initiatives.
